Joint Health & Safety Committee Certification Training in Ontario
Ontario's Occupational Health and Safety Act requires that every provincially regulated workplace with 20 or more employees or a designated substance on site to establish a JHSC. MidSouthWest Training and Consulting provides JHSC training in association with Langlois Safety Training and Consulting Services, an approved CPO Provider.
The new JHSC Certification Standards established by the Ministry of Labour, Immigration, Training, and Skills Development (MLITSD) in 2016 require that at least two members of a JHSC receive training in the new JHSC Certification Training Standard, including one member representing the employer and one member representing the workers.
The new JHSC standard requires certified JHSC members to complete both JHSC Part 1 (basic training) and JHSC Part 2 (workplace-specific hazard training).
JHSC members who have previously completed Part 1 training (based on the 1996 standard) are required to complete Part 2 training to meet the minimum standard outline by the MLTSD. Refresher training is required 3 years after completing the initial training.

Joint Health & Safety Committee Part 2: Workplace-specific Training
MidSouthWest Training and Consulting delivers a JHSC Part 2 (Workplace Specific) Certification training course that will provide participants with in-depth knowledge and awareness of the workplace hazards identified at their own workplaces. To become a certified JHSC member, you must complete Part 2 Training within 6 months of completing Part 1 training. The training is valid for 3 years, after which time refresher training is required. The new Joint Health and Safety Committee (JHSC) Certification Training Program Standard has been established by Ontario’s Chief Prevention Officer (CPO) to provide a consistent minimum standard for all certified JHSC members. Prior to the new standard, JHSC members were trained to comply with the 1996 Certification Standards.
The new standard has three JHSC Certification Training courses: Part 1: Basic Training

+How are the new standards different from the previous standards?
The new JHSC Certification Training Standards strengthen the quality and consistency of certification training and introduce a training provider standard that outlines the requirements to deliver the new training program. Part 2 training has become formalized and must include training on a minimum of 6 workplace-specific hazards.
+When do the new JHSC certification training standards come into effect?
The new JHSC certification training standards came into effect on March 1, 2016. The 1996 Certification Standards were in effect until February 29, 2016.
+Do JHSC members who were certified under the 1996 Standards have to complete training as part of the new JHSC Certification Training Standard?
No, JHSC members certified under the 1996 standards are not required to complete any additional training under the new JHSC certification Training Standards. No refresher training is required to maintain certification of the 1996 standard certification.
However, as of March 1, 2016 JHSC members who have completed only Part 1 Training under the 1996 standards are required to complete Part 2 training with the new standards to be certified and are require to complete Refresher Training every 3 years to maintain certification. +How do I become a certified member of a JHSC?
Effective March 1, 2016, you must complete Part 1 and 2 training of a CPO-approved JHSC Certification Training Program delivered by a CPO-approved JHSC certification training provider. Part 2 training must be completed within 6 months of completing Part 1 training.
+How many members of a JHSC need to be certified?
A minimum of 1 member representing the employer and 1 member representing workers must be certified according to section 9(12) of the Occupational Health and Safety Act.
+Is my JHSC training certification valid if I change workplaces?
Yes, your certification remains valid and is transferable between workplaces. You should keep your worker certification card as proof of training. You may be required to complete Part 2 training (workplace-specific) if the type of work performed at your workplace changes.

+If I was certified under the Old Standard (prior to March 1, 2016), but would like to take the recertification course, will I now have to take a recertification every 3 years?
No. Anyone can take a recertification course, but those certified under the old Standard are not required to fill out the MOL paperwork in class.
+If I was certified under the New Standard (after March 1, 2016), and am required to take a recertification course, can I take the course earlier then my expiry date?
Yes. You can take the recertification course anytime you would like, however you will expire based on the new date, not the original date. For example, if your recertification date is October 2019 and you take the recertification course May 2019, then your next course must be completed by May 2022.

+Which JHSC members need Refresher Training?
JHSC members who completed both Part I and Part II on/after to March 1, 2016 are required to complete Refresher Training every 3 years. CPO-approved JHSC Refresher training courses last 6.5 hr.
JHSC members who completed only Part II on/after March 1, 2016 are required to complete Refresher Training is required every 3 years. CPO-approved JHSC Refresher training courses last 6.5 hr. JHSC members who completed both Part I and Part II before March 1, 2016 were trained based on the 1996 Certification Standards. As long as there are no new hazards in the workplace, then Refresher Training is not required for either Part I or Part II. +How long is the JHSC Refresher Training Class?
Ontario's Chief Prevention Officer sets standards for the duration of the JHSC Part I, Part II and Refresher Training Classes.
The JHSC Refresher Training class requires 6.5 hr of in-class training. MidSouthWest offers JHSC Refresher training classes open to the public at locations across Ontario. +Can I get an exemption from taking Refresher Training?
Yes. A certified member may request a one-time exemption from Refresher Training if they are an active member (must have engaged as a member of the JHSC within the past 12 months). This exemption would extend the required period for JHSC Refresher Training by an additional three years for the active member.
Certified members need to request an extension from the MOL. +What happens if I do not take Refresher Training within three years?
If you do not take a JHSC Refresher Training program within three years of completing JHSC Part 2, and you did not receive a one-time exemption, your certification may be revoked by the CPO. If your certification is revoked, you will have to attend JHSC Part I & II certification 5 day course again, in order to be re-certified.
